There was no one to communicate with. No one responded to comms. The two navy destroyers on call circling the Q complex were in waters some 600 feet deep. Their defensive mission included mounting the Advanced SEAL Delivery System (ASDS) minisub rated for the trip down to the Q complex.

Orders direct from the White House were to recon the Q complex and attempt short-range communication with the staff.

Caution advised, assume the worst.

A team of scientists and tech responders was gathered in D.C. and flown to Miami, where they transferred to the destroyer by helicopter. Orders: clear the complex of dangers, find out what happened, and get the program back on track quickly.
